If you don't submit your FAFSA application, the school can't override the income.
When FAFSA has processed, a SAR (Student Aid Report) will be generated and send to the school.
The school will then use that information, especially EFC (Expected Family Contribution) to determine your aids eligibility.
In that stage, the school will be able to adjust based on the actual income.
My warning on previous question is simply to make you aware of that you have to make sure that the school is aware of your situation (foreign income that does not subject to IRS).
Everything reported in SAR, unless the Government has verified previously, is subject to verification, including citizenship status.
